Departments that are set in Users & system administration and groups (roles) that are optionally added cannot be used in apps that are in guest spaces.
For groups, you can only use the "Administrators" and "Everyone" groups.​​​​

In an app that is in a guest space, you need to specify one user at a time from the users that are using the guest space.
